Child Care Groups Warn Funding Freeze Risks Worsening Access and Stability

MLN -23 JAN 2026:Concerns are growing among child care advocates over recent federal actions affecting child care funding, as court filings and public statements show uncertainty for providers and families in several states.
Amy K. Matsui, vice president for child care and income security at the National Women’s Law Center, said recent funding freezes and regulatory proposals could destabilize an already strained child care system. Matsui’s comments followed a House subcommittee hearing this month where lawmakers acknowledged the importance of child care to families and the economy.
The Trump administration temporarily froze federal child care and human services funding to Minnesota, California, New York, Illinois and Colorado after allegations of fraud were raised publicly. A federal court later blocked the funding freezes in all five states.
After the ruling, the administration said states would be required to submit additional documentation to receive federal child care funds and proposed changes to regulations that currently cap family payments and provide predictable funding to providers.
Matsui said the funding uncertainty could affect child care access for hundreds of thousands of children and disrupt employment for parents who rely on those services. She also said some providers have reported increased confrontations related to questions about funding.
The administration has said its actions are intended to ensure accountability and proper use of federal funds. No further response was provided regarding the specific concerns raised by advocates.
