Harry Dunn launches second bid for Maryland House seat as Hoyer retires

MLN,04/02/2026 Harry Dunn, the former U.S. Capitol Police officer who became nationally known for his role during the January 6, 2021 attack, is launching a second campaign for the U.S. House of Representatives, this time aiming to succeed retiring Rep. Steny Hoyer in Maryland’s 5th Congressional District.

Hoyer, a Democrat, announced he would not seek reelection after more than four decades in Congress, opening a competitive Democratic primary for his seat.

Dunn said his earlier defeat in a 2024 primary did not deter him from public service. He told The Hill in an interview before his campaign launch that “a loss did not deter me from wanting to fight and from wanting to serve.” In 2024 he ran in the Democratic primary in Maryland’s 3rd District but placed second to Rep. Sarah Elfreth, who went on to win the general election.

Dunn, who has highlighted his experience defending the Capitol and testifying before the January 6 select committee, said the political landscape this cycle feels different. He told The Hill, “we are actually living in a state where I believe that … a wannabe dictator is attempting to take over.”

The 5th District, which covers Southern Maryland and parts of Prince George’s and Anne Arundel counties, has drawn a crowded field of Democratic hopefuls. Hoyer has endorsed Maryland Del. Adrian Boafo, his former campaign manager, in the primary, and a range of other candidates are vying for the nomination.

Dunn told The Hill that he intends to relocate into the district if he wins the primary and general election, saying its boundaries “don’t separate you from hurt” and highlighting concerns like affordable housing and public safety.

He described his candidacy as rooted in defending democratic principles and public service, telling reporters he believes the district needs “a first responder.”

The primary battle could draw attention from outside political groups, including pro Israel super PACs that have been active in past Maryland contests. The winner of the Democratic primary in this strongly Democratic district is widely expected to prevail in the November general election.
