California Bans ICE Agents From Wearing Masks During Operations
California Governor Gavin Newsom has signed legislation that prohibits Immigration and Customs Enforcement agents and most law enforcement officers from wearing masks or face coverings while on duty.
The new law, known as the “No Secret Police Act,” will take effect in January 2026.
The measure bans ski masks, balaclavas, neck gaiters and similar coverings during official operations, with exceptions for undercover assignments, tactical gear, and medical protection.
Supporters said the law is designed to increase accountability and prevent intimidation during enforcement actions.
Alongside the mask ban, Newsom signed additional bills aimed at protecting immigrant communities. The laws require ICE to obtain judicial warrants before entering schools or health facilities,
Mandate notification to families when enforcement occurs in educational settings, safeguard patient immigration status in healthcare, and its require officers always to display agency affiliation or badge numbers as well.
Trump administration have criticized the legislation, arguing that it could compromise officer safety and hinder federal enforcement.
State leaders counter that the measures are necessary to build trust between law enforcement and immigrant communities.
Legal experts say the laws could face challenges in court over conflicts with federal authority.
