French President Emmanuel Macron Assembles European leaders in Paris for a high-stakes summit on Ukraine, aiming to regain control of diplomatic efforts concerning the country’s future. The meeting comes as US and Russian officials prepare for separate negotiations in Riyadh, exposing growing tensions between Europe and the US over handling the Ukraine crisis.

Macron Assembles European leaders from key nations, including Germany’s Olaf Scholz, Poland’s Donald Tusk, and NATO Secretary General Jens Stoltenberg, to establish a unified European action plan. The summit seeks to counter the US’s exclusion of European allies and Kyiv from recent discussions with Russia.
By taking the lead, Macron reinforces Europe’s determination to play a central role in shaping Ukraine’s future, particularly as fears grow that Russia and the US might negotiate a deal without European input.
US-Russia Talks and European Concerns
The US and Russia are set to hold preliminary talks in Riyadh, sparking concerns across Europe that Moscow could push for Ukrainian neutrality and a joint US-Russia agreement on spheres of influence. These negotiations will be followed by a meeting between Russian Foreign Minister Sergei Lavrov and US Secretary of State Antony Blinken, marking their first official encounter in over two years.
European leaders worry that these discussions could undermine Ukraine’s sovereignty and leave Europe sidelined in critical security decisions.
Ukraine’s Security and NATO Membership
During the Paris summit, Macron Assembles European leaders to discuss ways to provide Ukraine with credible security guarantees. A key proposal includes automatic NATO membership for Ukraine if Russia violates a ceasefire.
Ukrainian President Volodymyr Zelenskyy remains skeptical about Vladimir Putin’s willingness to make concessions, warning that Russia could escalate its aggression toward NATO countries next year.
French Foreign Minister Jean-Noël Barrot emphasized that only Europe can provide lasting security guarantees, stating:
“The Ukrainians will never stop fighting as long as they are not sure the peace suggested to them will be long-lasting.”
European Unity and Defense Plans

However, European leaders remain divided on how to respond. Some advocate for a stronger independent European defense framework to reduce reliance on US military power.
Polish Foreign Minister Radosław Sikorski underscored the need for a European-led defense force, stating:
“If the US wants us to step up in defense, it should have a national component, a NATO component, but also an EU force worthy of its name.”
