Questions Over Whether Congress Can Block Trump’s Push to Acquire Greenland

MLN -21 JAN 2026: President Donald Trump’s effort to acquire Greenland has sparked growing resistance on Capitol Hill, including from Republicans, raising questions about whether Congress could block a takeover of the self-governed territory controlled by Denmark.

The debate has expanded beyond Greenland into broader concerns about the Trump administration’s use of military, economic and diplomatic pressure overseas. Lawmakers from both parties have expressed unease about unilateral actions tied to Greenland, Venezuela and other foreign policy fronts, according to congressional statements.

While Republicans have largely supported Trump’s foreign policy agenda since his return to the White House, a number have recently joined Democrats and NATO allies in arguing that a U.S. takeover of Greenland could violate U.S. and international law. Some GOP lawmakers have also opposed Trump’s proposal to impose tariffs on countries that refuse to support the move.

The proposed tariffs would be “bad for America, bad for American businesses, and bad for America’s allies,” Sen. Thom Tillis of North Carolina wrote on social media. “It’s great for Putin, Xi and other adversaries who want to see NATO divided.”

Sen. Lisa Murkowski of Alaska, co-chair of the Senate Arctic Caucus, said respect for Greenland’s sovereignty should be central to U.S. policy. “Respect for the sovereignty of the people of Greenland should be non-negotiable,” she said in a statement.

Trump has argued the United States must control Greenland to counter Russia and China’s growing influence in the Arctic and has said he would obtain the territory “one way or another.” Asked by the BBC on Tuesday whether his push could damage NATO, Trump dismissed the concern.
